Charles
L. Bryant
Mr. Bryant
is currently a consultant and Corporate Security Manager for
a large retail company that has twenty-seven hundred stores
in forty-one states. In that position he develops training
programs, is directly responsible for supervising over thirty
security officers, and manages and monitors security guards
and contracts for the twenty-seven hundred stores in forty-one
states. His career in the Memphis Police Department spanned
twenty-five years of varied assignments, where he rose to
the rank of Major. As Executive Major in the West Precinct
he was responsible for managing shift supervisors, scheduling
training, and discipline for one hundred and fifty personnel.
He was also responsible for implementing the community awareness
program, facility maintenance, and budget. As a lieutenant,
he served in the department's Tactical Unit, Organized Crime
Unit, Vice and Narcotics Unit, and Special Investigations
Section.

Steven
A. Crumrine
Mr.
Crumrine retired from the Baltimore Police Department
in January 1998 as the Colonel/Chief of the Field
Operations Bureau where he was directly responsible
for the management of over two thousand officers.
During his career, he held many critical supervisory
and management positions; including, Colonel/Chief
of the Technical Services Bureau, Colonel/Chief of
the Criminal Investigation Bureau, and Major/Director
Fiscal Administration. He holds a Bachelor's Degree
from the University of Maryland and a Master's Degree
from the University of Baltimore. Mr. Crumrine is
a graduate of the 169th Session of the FBI Academy
and of the Senior Management Institute for Police
offered by the John F. Kennedy School of Business
at Harvard University. He is currently Corporate Security
Director for The Rouse Company which has in excess
of seventy-five retail and office complexes throughout
North America. He is responsible for establishing
corporate policy for over two thousand security employees
in training, procedures, and risk management.

Timothy
J. Longo
Mr. Longo
is an attorney who rose to the rank of Colonel in the Baltimore
Police Department. He is currently a consultant and an adjunct
professor in the Department of Sociology at Towson University,
Towson, Maryland. He has lectured extensively in the subjects
of police internal investigations, ethics, integrity, sexual
harassment, and discipline throughout the United States and
Canada. He served in various assignments in the Baltimore Police
Department, including the Internal Investigation Division and
the Education and Training Division. While in the Internal Investigation
Division, he supervised the Special Investigations Squad and
was responsible for investigation of police officers who were
corrupt, violated other laws, or committed serious breaches
of departmental regulations. During his tenure at the Education
and Training Division, he taught law to recruits, in-service
personnel, and supervisors. As the Commander of the Southeast
District, he was responsible for an eleven million dollar budget
and managing over two hundred police officers in an area with
a population of seventy thousand. Prior to retiring, he was
promoted to Colonel and served as the Chief of Staff for the
Police Commissioner.

Margaret
W. Patten
Colonel
Patten has over twenty-six years of service with the Baltimore Police
Department. She possesses extensive patrol, investigative, and managerial
experience and is the first woman to earn and work every civil service
rank in the department. As the Chief of the Research and Development
Bureau, she commands the Planning and Research Division, Grant Compliance
Division, and Special Projects Division. She also serves as the
agency's domestic violence coordinator. She has developed an internationally
recognized police-involved domestic violence policy. Her work in
this area resulted in the Baltimore Police Department's designation
as a national demonstration center by the U.S. Department of Justice,
Violence Against Women Office, and the award of nearly one million
dollars in a federal grant. She also served in many field units,
including an assignment as the Commander of the Northern District.
The Northern District contained over one hundred thousand citizens
and had a police compliment of two hundred officers.
